Outbound anchor link text is a bit of a toss up. The is a line of thinking that links coming from your page to trusted neighborhoods like the DMOZ or .edu sources with the anchor text you are targeting is a good idea. This line of thinking is based on the fact that if you offer good themed sources to your visitors then yours must also be a source on this matter. Also the idea of working within these good neighborhood sites suggests you site is also of high standards.
This theory seems to ring true in one way that can be observed online. If you are a site owner that has ever published a lin to your site or an article with a text keyword link to your own site, just to see that linked page rank ahead of you then you get it.
Often the trust level of a domain requires only the linked text to appear on that page to move well ahead of the page it links to.
