CSS design is strongly taking hold in the world of SEO and web design in general.

CSS originally was such a strong force in search engine optimization due to the ability for it to be abused with hidden content and deceptive pages. The se of CSS and the abuse of CSS is a hot topic and target of much energy of the anti-garbage folks at google and yahoo search.

CSS has many benefits for the search engine optimizer looking to arrange a page to best present itself to search engine spiders.

CSS allows for much smaller pages that can perform the same tasks and look just as good without the need for code bloat of javascripts and flash.

CSS can perform dynamic functions while still presenting opitmized and validating code to search engines that clearly reveals it context in plain html code. In the past many of these effects were achieved with flash. Flash is very attractive but can conceal its content and links from the search engines and cause spidering trouble if not correctly implemented.

I have a few sites that use mouseover to make extra text information visible. Those supplementary sentences are keyword rich and absolutely positioned on the page - and their code is easily moved to the top of the HTML.

It is this ability to position text and code exactly as you wish without detracting from the presentation that makes CSS a true seo's best friend.
